The development consists of commercial, retail, residential, community and public spaces adjacent the St Leonards railway station. The aim of Urban Harbour is to create a vibrant, active and diverse commercial, residential and community precinct. The project was part of the National 2010 Proposition 2065 competition.

A Kennards Hire centre will front the main road to give maximum exposure for retail with 11 industrial buildings occupying the remainder of the site, accessed off two streets.

The design of the development carefully implements passive environmental design.

MCHP Architects designed this industrial subdivision and the service station, fast food outlet, carwash and this multi-tenancy retail/industrial development. This project incorporated multiple tenants including Ultratune, Bridgestone, Subway and Pizza Haven.
